Demonstrators in Misrata – 19 December 2025

On 19 December, protesters in Misrata demonstrated against the current political establishment, calling for the dissolution of all governing bodies including the House, the HCS, and the two rival governments – the GNU and the eastern Government of National Stability (GNS). The demonstrators described these institutions as illegitimate and held them responsible for the country’s catastrophic political, economic and social deterioration. They accused the ruling elite of clinging to power through policies of corruption and starvation while demanding a peaceful transition to national elections.

The protesters set out five core demands. First, they called for the immediate dissolution of all existing political bodies and – referring to Khalifa Haftar – the removal of the individual claiming the title of Commander-in-Chief. Second, they urged UNSMIL to accelerate the political dialogue to establish a unified government capable of holding elections while simultaneously severing ties with the expired governing bodies.

Third, the demonstrators called upon all municipal councils – and specifically the Misrata Municipal Council – to align with the popular will and pursue genuine national reconciliation. Fourth, they appealed to the Supreme Judicial Council to hold those responsible for political, economic and social crimes against the Libyan people accountable. Finally, they invited members of the national army, the Ministry of Interior and police forces to stand in solidarity with the people’s will.

The protests come amidst heightened public frustration over the rising exchange rate of the US Dollar against the Libyan Dinar and a severe lack of bank liquidity. Protesters emphasised that ongoing political division and widespread corruption remain the primary obstacles to reconstruction and stability necessitating a complete overhaul of the state’s administrative structure.
